Changes to HRA Coverage Requirements

Regulatory changes are coming that will likely affect HRA reimbursements for your participants.

For HRA plan years beginning on or after January 1, 2017, expenses for the HRA participant, spouse or eligible dependents can only be reimbursed if the individuals are also covered under an eligible group health plan. Individual Health Plans and plans purchased on the Health Care Exchange are not qualified coverage for purposes of HRA reimbursements.

What You Need to Know:

  • PLAN DOCUMENTS: Benefit Resource will provide affected Plans with revised Plan Highlights and an Amendment Resolution. For HRA clients that use BRI’s Plan Document and Summary Plan Description, updated documents will be available by the end of October 2016 with an effective date of January 1, 2017. You and your participants will be able to access these documents after logging into the Secure Website under the Documents tab.
  • ENROLLMENT FORMS: A revised HRA Enrollment/Change form is now available after logging into the Secure Website under the Documents tab and on BenefitResource.com, under Forms. This form will require enrollees to list all individuals that will be eligible for reimbursement from the HRA.
  • CLAIMS FORMS / PROCESSES: For plan years beginning January 1, participants will be required to identify an eligible dependent when submitting a claim for reimbursement. An updated claim form is now available at the secure website.
