BRI COBRA/Direct Bill Management Portal

Access enrollment and administration resources, coverage information, payment history, billing detail, and reporting options for continuation services through the secure BRI COBRA/Direct Bill Management Portal.

Logging in

Our online portal, BRIWEB, provides a single, secure login for employers and plan sponsors to receive 24/7 access to all pre-tax and continuation services. 

The Main Contact should do the following to get set up on BRIWEB:

  1. Go to BenefitResource.com and select the “Login” button at the top right. Select the Employer or the Broker/Multi-Company login button, depending on how your account was originally set up.
  2. Select the “First-Time Login” link and enter your Login ID, which is your Employer Tax ID.
  3. A temporary link to create your password will be sent to the email you have on file with us. This can sometimes be routed to your junk/spam folder – please check there first. If you have not received it within 1 hour, please let us know.
  4. Click the link and create a secure password. Passwords should never be written down or shared. If another member needs a login, an additional login can be set up.
  5. Return to the BRI Employer Portal and enter your Login ID and Password.

 

If you do not have an email address on file with us or are not sure if you do, please contact your Assigned Account Manager at (866) 996-5200, Monday through Friday, 8am to 8pm ET, to have your password reset.

Once individuals are logged in to BRIWEB, they can click on the “COBRA/Direct Billing” tab to the left of their home screen to access the BRI COBRA/Direct Bill Management Portal.

 

If the COBRA/Direct Billing single-sign-on (SSO) feature is not yet activated, please email your dedicated COBRA administrator.

If the new user needs access to the COBRA portal, please email your dedicated COBRA administrator to enable our single-sign-on (SSO) feature.

Select “Trouble Logging In?” on the Employer or the Broker/Multi-Company login screen, then select the “I Forgot my Password” button.

 

On the Forgot Password page, enter your login ID. A temporary link to reset your password will be sent to the email you have on file with us. If you do not have an email address on file with us or are not sure if you do, please contact your Assigned Account Manager at (866) 996-5200, Monday through Friday, 8am to 5pm ET to have your password reset.

BRI COBRA/DIRECT BILL EMPLOYER PORTAL

The BRI COBRA/Direct Bill Employer Portal allows employers to have instant and up-to-date information and access through a convenient web interface, all available through single sign-on with BRIWEB. Watch our video to get an introduction.

On the “Add Member” Screen, you’ll select a member type to add: Qualified Beneficiary, Direct Bill, or New Hire. Choose the member type and proceed through the steps, completing all required information. Once complete, the appropriate notification letter will be generated by the system and will automatically be sent for printing and mailing.

On the Home screen, you can search for Members by First Name, Last Name, Social Security Number (SSN), Individual ID, Member ID, or by Member Type (New Hire, Qualified Beneficiary, Direct Bill). You can also access these search functions by expanding “Members” on the left sidebar and selecting “Find Member.” Once you’ve located the member you are looking for, click on their name to see their individual member profile. Upon pulling up an individual member, you will get the option to look at their Profile, Communications, and Actions.

  • Profile: See and edit member information like their name, SSN, address, phone number, and hire date.
  • Communications: Get copies of all member correspondence sent to the member. You can see information on the date/time it was generated, the type of communication, and a description.
  • Actions: Under this tab, you can change the employer division related to this member, clone new hire to qualified beneficiary, or queue a general rights letter.

By expanding “General” in the sidebar, you’ll get access to information BRI has on file about your company, including:

  • Employer Information: Find general demographic information BRI has on file for your company such as Employer Group, Employer Name, EIN, Billing Start Date, address, and phone number on file. 
  • Employer Settings: This page contains information on your plan configuration that determines how the system functions.   
  • Continuation Rules: If you have any continuation rules attached to your plan, that information will display here.
  • Billing Frequency: On this page you’ll see information on billing frequency and how the frequency determines when things such as premium notices and payment reminders are sent.
  • Communications: Communications generated to you by the system will display here.

Anyone in your organization who has access to the BRI COBRA/Direct Bill Management Portal will be displayed in the “Contacts” tab. You can see additional information by selecting the arrow to the left of the row or modify information there by selecting the icon to the right of the row. If there are additional people who you would like to have access to this portal, please reach out to your dedicated COBRA Account Manger.

The “Plans” tab under Qualified Beneficiary displays information on your company’s Qualified Beneficiary Plans. The main screen contains an overview of all plans, the insurance type, carrier, and other high-level information. Click the eye icon to the right of a plan to view:

  • General plan and carrier information
  • Plan and Open Enrollment settings
  • Rates and subcodes

If you use BRI for Direct Bill/Retiree Services, the “Plans” tab under Direct Bill will display information on your company’s Direct Bill Plans. The main screen contains an overview of all plans, the insurance type, carrier, and other high-level information. Click the eye icon to the right of a plan to view:

  • General plan and carrier information
  • Plan and Open Enrollment settings
  • Rates and subcodes

Reports available under “Accounting” and “Standard” reports will vary depending on what continuation services you have with BRI and how your plan is set up. You can select a report option to see a description of the report as well as the available report settings and format export options available to you. See the “Report Types & Descriptions” section on this page for a summary of all available reports.

  • Report Inbox: Find the results of Employer Generated Reports and Administrator Generated Reports. Note that reports are removed after 30 days.
  • Job Queue: See and download active jobs, as well as see details on any scheduled jobs in queue.

Find the most recently used QBs, DB Members, New Hires, and Employer Divisions – sorted by the date and time last accessed.

BRI COBRA/DIRECT BILL BROKER PORTAL

The BRI COBRA/Direct Bill Broker Portal provides broker partners hands-on management abilities to view and modify details for contacts, QB Plans, SPM plans, bundle plans, continuation rules, divisions, member records, communications, and more for all clients they work with, as well as run reports.

Once logged in, you’ll see all of the client accounts assigned to you listed on the left-hand side of your homepage. Clicking on the client will bring you to the “General” tab. You can see additional information about the client by navigating through the other tabs in the sub-menu.

 

You can also search for the client’s name in the “Client Name” search bar on the left. Note that this system is particular with text fields, so don’t forget your commas and be careful with the spacebar.

From the “General” tab, you can see and modify primary address, phone number, fax, client options, QB options, and SPM options for the client you have selected.  

In the “Contacts” tab, you can see all contacts associated with a particular company and information about them, including their name, email, tyle, registration code, registration date, username, and whether or not they are an active user. Reach out to your dedicated COBRA Account Manager to assist with new users.

On the “QB Plans” and SPM Plans” pages, you’ll see a list of all Plans associated with COBRA QBs or Direct Bill/Retiree SPMs on the applicable page. Selecting the plan that you want to view the detail will allow you to review the setup related to plan names, carrier ID numbers, insurance, and rate type. Then, you will have three additional sub-tabs appear: General, Rates, and Subcodes.

  • General: Shows Carrier information, plan settings, and open enrollment settings.
  • Rates/Rates & Admin Fees: Click “View” to see the rate to make sure that all coverage levels and all rates are appropriately assigned in the system. If you should ever find a discrepancy, please make sure to advise us so that we can correct and update it.
  • Subcodes: Shows data on carrier subcodes.

Under the “QB Bundles” and “SPM Bundles,” you’ll be able to see and edit any bundle information.

Set up continuation rules under the “Continuation Rules” tab by insurance type, state, and plan name. Once you select those, you can customize # months of coverage, # days to elect, # days to make 1st payment, and # days to make subsequent payments for the employee and dependent independently. Then, select the letter insert(s) applicable.

From the “Billing Freq” tab, you can see billing frequency client option overrides.

Selecting the “Divisions” tab will show all divisions set up under the plan. Select the division to see additional information regarding contact information, contacts, QB plans, SPM plans, and communications.

To view a member record, click the “Members” tab. Select the correct category of record (COBRA = QB, Direct/Retiree Billing = SPM, New Plan Member = NPM). From here, you can search for an existing member or add a new member. Use any other options available on the page to filter your search results. Once you select a member, it will pull up the member detail and you will have a new sub-menu appear. The tabs in the sub-menu that are available will depend on the record type you select.

 

The “Profile” page will contain a high-level summary of important information, which can be viewed as a Profile Report or printed. Other tabs you may see include information on contact/demographic details, plans, dependents, subsidies, payment and premium information, letters, and communications. Anything in these tabs with a red text field is required by the system.

From the “Members” tab, select the type of member you would like to add (QB, SPM, NPM), then select the green “+”. Proceed through the steps, ensuring that all required information outlined in red is completed. You can also add a new member using “Wizards” from the top menu, then selecting the available wizard for the type of member you’re adding.

The “Letter Types” tab allows the COBRA Administrator to override any ‘excluded’ setting for the different letter types under your COBRA/Direct Bill plan.

Use the “Reports” dropdown from the top menu to access “Standard” and “Accounting” reports. You can run a report for a specific client and division or run the report for “ALL.” See the “Reports” section below for more information on reports.

Reports

The “Reports” sections of the BRI COBRA/Direct Bill Management Portals allow employers and brokers to run Standard Reports (non-financial information related to members, entities, letters, plans, and rates) and Accounting Reports (financial reports related to remittances, payments, cash activity, and refunds). Continue reading to learn more about the types of reports you can run and the options you have available to you in the portal.

Reports you may see under this section include the following:

  • Carrier Notifications Pending/Processed: List of a listing of the notifications about eligibility of members reported to Carriers that are either in the queue to be processed overnight (Pending) or were processed and reported to the Carrier (Processed).
  • Direct Bill Aging Off: Listing of all DB members that will be aging off of coverage with the date range you specify.
  • Direct Bill Detail for ACA: Includes information to help you meet necessary reporting obligations under the ACA’s Employer Reporting Mandate component.
  • Direct Bill Plan Members: Lists DB members under each insurance plan.
  • Direct Bill Summary: Lists DB members by status.
  • Email Notifications Detail/Summary: The Detail report includes members who received an email within the specified date range, while the Summary report contains the number of emails that were sent and bounced within a specified date range.
  • Employer Plan Renewal: Contains all plans that display in the Employer Plan Renewal page.
  • Generated Letters Detail/Summary: The Details report lists members who received letters within the date range you specify, while the Summary report includes the types and number of letter sent within the date range you specify.
  • Member By Postal Code: Grouped by postal/zip code, this report lists member records in the system that have a status of pending, enrolled, or terminated within the date range specified.
  • Member Status: Lists member system records with a status of pending, enrolled, or terminated within the date range specified.
  • Members Without Plans: Lists all member records without insurance plans associated with them. Identifying these records and assigning a plan accordingly will help you avoid various issues down the road.
  • New Hire: Lists all New Hire/NPM records with General Rights letters generated within the date you specify.
  • Paid Through: Grouped by employer, this report lists active and terminated members who paid premiums through a specified date.
  • Plan Rate Renewal: Lists insurance plans that have rate renewal dates within the period specified.
  • Proof of Mail: Lists letters with a proof of mail requirement processed on a specified date.
  • QB Detail for ACA: Includes information to help you meet necessary reporting obligations under the ACA’s Employer Reporting Mandate component.
  • QB Plan Members: Lists QB members under each insurance plan.
  • QB Summary: Lists QB members by status.

Reports you may see under this section include the following:

  • AEI 2021 Premium Assistance Credit: Shows a list of members whose premiums were paid partially or in full by the ARP Subsidy
  • Direct Bill Payment Activity: Shows payment activity for DB records within a specified date range.
  • Refund Request: Lists all refunds made to members within the specified date range, organized by employer. Note that for members to appear in the report, you must run the Refund Utility.
  • Remittance: Used to reconcile against your carrier invoice(s) to ensure that the amounts remitted are in line with the amounts paid to each carrier. You should also verify that the members included on your carrier invoice are accurate and up to date. Clients will receive an email from BRI notifying them when to pull this report and the specific report ID number to run for the remittance processing. It is important to notify BRI timely of any discrepancies. This will allow for corrective action to occur. Refer to the BRI sales agreement for information regarding Employer Responsibilities. 
  • Subsidy Schedule: Lists members with subsidies on their records based on subsidy start and end dates.

Expand the “Imports & Reports” option in the sidebar. You’ll see options for “Accounting Reports” and “Standard Reports” there. Selecting a report will show you a description of what the report is and any available settings to filter/export it.

STEP 2. SET REPORT SETTINGS & RUN REPORT
  • Underneath the report, you’ll see settings available for the specific report you want to view which allow you to narrow your results before the report is run and determine what format you want it in upon export. Report settings and format export options vary by report.
  • You have the option to enter your email so that the system can notify you can the report is ready for download.
  • You can also schedule a report, setting a Schedule Name, schedule start date, schedule start time, and if you’d like to repeat it on a certain cadence.
STEP 3. DOWNLOAD YOUR REPORT

Under “Imports & Reports,” you’ll see “Job Queue,” which shows any active jobs in queue, and “Report Index,” which shows completed Employer Generated and Administer Generated Reports. Click the download icon to the right to download the report. Note that reports will be removed after 30 days.

STEP 3. DOWNLOAD YOUR REPORT

From the “Job Queue” page, you’ll see your submitted report listed at the top. Refresh the page to update the list (or wait until you receive an email notification from the system if you entered your email). Then, select “Download Results.” The report will populate in a new window.
